When You Cannot Identify the Other Car
The vehicle that hit you drove off and you never got a clear look at its plate.
If you genuinely cannot identify the vehicle that hit you, your options for pursuing the other driver are limited. Malaysia generally has no fallback fund for a true, untraced hit-and-run.[1]
Why this differs from an uninsured driver
A claim to the Motor Insurers’ Bureau (MIB) may be possible where a vehicle is uninsured but its plate number is known.[1] A genuinely untraced vehicle, one nobody can identify at all, generally falls outside this remedy.
What to do without a plate number
Lodge a police report regardless, since it creates an official record even without a known defendant. Note the vehicle’s colour, type, direction, and any partial plate details while the memory is still fresh.
Where else evidence might come from
Dashcam footage, CCTV from a nearby building, and witnesses who saw more than you did are all worth chasing quickly. This evidence disappears fast, so ask around the area soon, if it is safe to do so.
What still remains open to you
Your own vehicle damage can usually still be claimed under your own comprehensive policy, as an own damage claim. This is entirely separate from identifying the other party.
Your road accident claim for injury against an unidentified third party is the part that is genuinely limited here.
If the vehicle is later identified
The situation changes if a plate number or the driver’s identity comes to light later, whether from footage, a witness, or a police investigation. The usual claim process becomes available again at that point.
Keep your notes and leads together. Once a vehicle is identified, an independent lawyer can take on the claim. Send the accident date, where it happened, whether anyone was injured (yes/no) and the police report status.

Common questions
Is there really no fund that pays out for a genuine hit-and-run in Malaysia?
Generally no. The Motor Insurers' Bureau can help where an uninsured vehicle is identified by its registration number, but it does not generally cover a true hit-and-run where the vehicle cannot be identified at all.
Should I still lodge a police report if I never saw the plate number?
Yes. A report still creates an official record of the accident, and any partial detail you can give, even the vehicle's colour or type, may help if more evidence surfaces later.
Can I still claim for my own vehicle's damage without identifying the other driver?
Generally yes, through your own comprehensive policy as an own damage claim. This runs separately from any injury claim against the other party, which is the part that depends on identifying them.
What if a witness or CCTV footage identifies the vehicle weeks later?
The situation changes at that point, and the ordinary claim process against the identified driver's insurer becomes available. Keeping your own notes and any leads in one place makes this easier if it happens.
